The Supreme Court decided that the London Borough of Brent did not have to follow the Public Contracts Regulations when awarding contracts for insurance services to LAML, a mutual insurer set up by a group of London local authorities in 2007.  This was the first Supreme Court or House of Lords case concerning the EU public procurement regime.  John Howell QC, Javan Herberg and James Segan acted for the Claimant in the High Court, Court of Appeal and Supreme Court.
