The Administrative Court has handed down judgment in the case of R (DHL International (UK) Limited) v Ofcom CO/3607/2015. The central issue was whether DHL was a 'postal operator', subject to regulation by Ofcom under the Postal Services Act 2011. Mr Justice Soole considered the history of the legislation in detail, and held that DHL was a postal operator, in a judgment that has significant implications for all international express couriers.
