The Court of Appeal has upheld the decision of Lord Justice Stanley Burnton that business users of online betting exchanges are not “bookmakers” for the purposes of the Betting, Gaming and Lotteries Act 1963, with the consequence that such users are not liable to pay the Horserace Betting Levy.
