First decision of the National Anti-Doping Panel

Charles Flint QC has sat as sole arbitrator for the National Anti-Doping Panel (NAPD) in its first hearing following the panel’s formation earlier this year.
The hearing concerned a charge brought by the National Cycling Federation against a cyclist in connection with a doping offence contrary to the rules of the British Cycling Federation Anti-Doping Regulations. The case concerned a positive test for cannabis, a prohibited substance, in a urine specimen taken from the cyclist at the National 4 Cross Mountain Biking Championships in May 2008. The cyclist admitted taking cannabis and was banned from competing for four months.
