This paper addresses regulatory investigations, from the inspection stage to the stage when a Regulator gives a preliminary indication preceding a final decision. Although the substantive legal rules policed by Regulators may vary considerably (e.g. EU competition law and the FSA Handbook) the procedures which they follow in investigating potential infringements of those rules are broadly similar.
