A former associate in the litigation group of Clifford Chance LLP, Fraser was taken on as a tenant at Blackstone Chambers in September 2011 following the successful completion of a 12-month pupillage. His pupil supervisors were Brian Kennelly, Andrew George, Jane Mulcahy and Catherine Callaghan.
During pupillage Fraser built on his experience as a commercial solicitor by working on cases in a range of courts and tribunals, from County Courts to the European Court of Justice. Since joining Blackstone Chambers as a tenant he has been instructed as junior counsel in the Court of Appeal and Competition Appeal Tribunal, and as sole counsel in cases in the High Court, Employment Tribunals and County Courts.
Public Law and Human Rights
As a solicitor, Fraser worked on high profile judicial review claims for commercial clients. He also advised regularly on related areas including freedom of information and EU law. He is currently vice chair of the Human Rights Lawyers Association.

Employment
Fraser regularly appears in the Employment Tribunals, including in unfair dismissal and discrimination cases. This area of his practice builds on his experience as a pupil with Jane Mulcahy and Catherine Callaghan.

- Advising a media company in defending an unfair redundancy claim, including successfully resisting an attempted amendment of the claim to include maternity discrimination.
- Acting for a hospitality company in proceedings for unfair dismissal relating to health and safety issues.
- Successfully defending a technology company against claims of discrimination on grounds of race and religion.
- Acting for two leading supermarkets in unfair dismissal and discrimination claims, including a successful application for a costs order.
- Advising a magazine publisher on the employment status of a contractor.
Commercial
As a solicitor, Fraser advised extensively on commercial litigation, including cases in the Chancery Division and VAT Tribunal, as well as taking part in several successful mediations. He is regularly instructed in disputes in both the High Court and County Courts.

- Acting for a recruitment agency in a claim for unpaid invoices raising questions of compliance with statutory requirements.

Succeeded in the Court of Appeal in upholding the judgment of Mrs Justice Gloster in the Commercial Court. The case concerned a warranty claim turning on whether sums received by the Respondents, under three Tax Deeds of Indemnity entered into alongside agreements for the sale of shares and assets, were sums received “for the sale” of the shares and assets. Professional Discipline and Regulation
Regulation
Fraser assisted his pupil supervisors in acting for and against regulators in the fields of telecommunications (Brian Kennelly) and financial services (Andrew George). He also gained substantial experience of medical and pharmaceutical regulation (with Catherine Callaghan), including assisting with the defence of several statutory appeals against decisions of Fitness to Practise Panels of the General Medical Council.

A successful appeal by the GMC concerning the power of its Registrar to refer allegations about a doctor to the GMC’s Fitness to Practise Panel notwithstanding that the allegations had not been considered first by case examiners. Assisted pupil supervisor Andrew George in obtaining the first two final injunctions in the Chancery Division preventing the commission of market abuse. Both cases also saw significant fines imposed for market abuse that had already been committed by the defendants. - R (Ford) v FSA (2011)

Other relevant experience
Fraser studied law at Pembroke College, Oxford and the University of Leiden, Netherlands. As a student he was President of the Oxford Union and European Debating Champion, and on graduating was elected a Fellow of All Souls College, Oxford. In 2008 he was the youngest of ten solicitors profiled in The Times as ‘Future Stars of the City’. He is co-author of The Law of Political Donations (Wildy & Sons, forthcoming) and vice chair of the Human Rights Lawyers Association.
