Hugo accepts instructions in all areas of Chambers’ practice, including in commercial law, employment and discrimination law, public and human rights law, and sports law. He combines commercial work with a substantial pro bono practice.

Recent highlights of Hugo’s experience include working on the following matters:

  • Various disciplinary proceedings brought by the Premier League, including against Everton FC, for breaches of financial fair play regulations.
  • Proceedings in the Investigatory Powers Tribunal between Apple and the Home Secretary, concerning the latter's power to issue Technical Capability Notices: IPT/25/68/CH.
  • Several constitutional challenges to laws persecuting individuals on the basis of their sexual orientation in foreign Commonwealth jurisdictions.
  • Proceedings concerning an alleged conspiracy to seize strategic Russian assets with a claimed quantum of over US$10 billion: Magomedov v TPG & Ors [2025] EWHC 59 (Comm).
  • A large-scale expedited LCIA arbitration concerning the enforceability of restrictive covenants in the field of quantitative algorithmic trading.
  • A challenge to the European Parliament’s refusal to provide information about expenses claimed by an MEP convicted for leading a criminal organisation: Case T-375/22 Izuzquiza & Ors v European Parliament.
  • A civil fraud claim brought by the Public Institute for Social Security of Kuwait against its former director general for damages alleged to be in excess of US$850 million: Public Institution for Social Security v Al-Rajaan & Ors.

Before coming to the Bar, Hugo worked as the Judicial Assistant to the Lord Chief Justice, Lord Burnett of Maldon. He worked on a broad range of appeals, including the landmark challenge to the Government’s Rwanda Removal Policy.

Previously, Hugo studied under scholarships at the Universities of Oxford and Cambridge, graduating top of his year at the latter. While qualifying for the Bar, Hugo worked as a part-time adviser at Citizens Advice and as a pro-bono advocate in appeals against decisions to exclude children from schools.

Sport

Hugo has a broad sports law practice spanning regulatory, disciplinary, commercial and competition disputes at the highest levels of professional sport. He is regularly instructed by major sporting bodies, clubs and players in financial regulation proceedings, competition law challenges and contractual disputes. He has particular experience in football, boxing and rugby disputes.

Over the past 12-18 months, Hugo has been instructed in a series of high-profile sports matters involving the Premier League and Premier League clubs, including disciplinary proceedings under profitability and sustainability regimes and an arbitration concerning the validity of the League’s rules. He has also appeared unled in disciplinary proceedings and has advised governing bodies on regulatory, contractual and competition law issues. His sports law work is complemented by a strong background in public, commercial and employment law.

Hugo's recent sports law work includes:

  • Manchester City FC v Premier League (APT Rules). Acted for the Premier League in Rule X arbitral proceedings concerning the validity of the League's Associated Party Transaction Rules under competition and contract law (led by Andrew Hunter KC and Jason Pobjoy KC). The case, which settled in September 2025, was widely report by e.g. the BBC, Guardian and Sky Sports.
  • Premier League v Everton FC (FY23). Acted for the Premier League in disciplinary proceedings concerning alleged breaches of profitability and sustainability rules in the 2022/23 season (led by Jason Pobjoy). A public statement regarding the proceedings can be found here.
  • Telenet BV v DAZN (CL-2025-000347). Currently acting for DAZN in a High Court contractual dispute concerning the rights to broadcast top-division football in Belgium (led by Andrew Hunter KC and Harry Adamson).
  • RFU Disciplinary Proceedings. Appeared (unled and pro bono) in Rugby Football Union disciplinary proceedings relating to on-field conduct.
  • [Boxing Promoter] v [Boxer]. Acted for a professional boxer in a private arbitral dispute with his former promoter concerning an alleged failure to honour a matching right under a promotional agreement, raising issues of restraint of trade and contractual interpretation (led by Nick De Marco KC).

In addition to his litigation work, Hugo regularly advises the Premier League on regulatory, disciplinary, contractual and competition law matters, and has recently advised UK Deaf Sport on discrimination and public law issues affecting elite athlete pathways.

Hugo has a fast-growing employment law practice, acting for both employers and employees in contentious matters across the Employment Tribunal, High Court and various arbitral tribunals. His work has a strong focus on employee competition, restrictive covenants and discrimination, and his clients include senior employees, partnerships and large commercial organisations. He has recently been instructed in several fast-moving cases, including a recent expedited LCIA arbitration.
