Transparency - General Principle

This paper concerns the principle of transparency which is said to flow from, or be implied by, the principles of non-discrimination and equal treatment and what in practice it adds to what would otherwise be required by those principles.This paper was given at the 2011 BEG / ALBA Annual Conference in Athens, 29th - 30th May 2011.
