The Commercial Court has refused to stay civil proceedings brought against the former owner of a nationalised Lithuanian Bank, Mr Vladimir Antonov, whose extradition from the UK is sought. The Court also refused to discharge a World Wide Freezing Order and to vary the Order to relieve to Mr Antonov of an obligation to provide asset disclosure. In so holding the court considered whether information supplied by Mr Antonov in the course of proceedings would be used against him by Lithuanian criminal authorities. It held that there was such a risk and gave directions for a novel form of confidentiality ring to be imposed.
