The Supreme Court decided that the London Borough of Brent did not have to follow the Public Contracts Regulations when awarding contracts for insurance services to LAML, a mutual insurer set up by a group of London local authorities in 2007. This was the first Supreme Court or House of Lords case concerning the EU public procurement regime.
