Represented the Secretary of State in a case on the applicability of the EC Race Directive and Article 13 of the EC Treaty in the field of social security; whether non contributory social security benefits fall within the ambit of article 1 of the First Protocol or article 8 for the purpose of article 14; and whether the habitual residence test for such benefits infringes domestic and EU discrimination law or Article 14 of the ECHR.
