Gibbon Equipment Hire Ltd v Construction Industry Board

The appellant, a hirer of plant and equipment to commercial, domestic and local authority users, was an employer within the construction industry and hence liable to the levy imposed by the Construction Industry Training Board on such employers under the Industrial Training Levy (Construction Board) Order 2000 SI 2000/434.
