Brian acted for the liquidators of a telecommunications company in an unusual (and successful) challenge in relation to the lawfulness of a decision by the premium numbers regulator ICSTIS to recover certain regulatory fines as debts in a liquidation. The ICSTIS Code was changed as a result.
