Represented RMP in claim that Brent had no power under section 2 of the Local Government Act 2000, or section 111 of the Local Government Act 1972, to become a member of the London Authorities Mutual Insurance Company or to provide it with financial assistance. Concerned the extent to which Brent was able to rely on the ‘Teckal’ exemption in award of a contract of insurance to competition.
