London Welsh RFC have been deducted 5 league points in the Aviva Premiership and fined £15,000 for fielding an ineligible scrum half in ten matches during the 2012/13 season. An Independent Appeal Panel constituted under the Premiership Regulations held that despite the exceptional circumstances of the case, the breaches were serious and required to be marked with a points deduction. The Appeal Panel did however overturn the first Disciplinary Panel’s imposition of a further suspended five point penalty.
