The Hong Kong Court of Final Appeal held that it was a breach of the right to privacy under the Hong Kong Bill of Rights for the Hong Kong Government to apply a policy that the female to male transgender applicants could only have an ID card identifying them as male if they undergo surgery to remove their uterus and ovaries and have an artificial penis constructed.
